PIBSEFLEX-Electrix.

Bilateral Exchange Platform and Flexible Service.

CDTI

Dates: June 2020–June 2022. Technology Centre: CIRCE Foundation. Funding body: Centre for Industrial Technological Development and the European Regional Development Fund.

Development of a platform for the management of bilateral contracts with physical energy delivery (CBF) and offers of demand and generation flexibility, as well as balancing services (SB), for transmission system operators (TSOs) and distribution system operators (DSOs).

These services will be provided through a Market Participant acting as an indirect representative – a demand aggregator – performing the functions of a balancing service provider (BSP) and a regulation service provider (BRP).

Consumers, producers and prosumers:

They are at the heart of the energy transition; in order for them to participate in the market, they must be provided with the necessary technological tools and the infrastructure required to enable data exchange, so that they can access the resources and services offered by the market in complete security.

Project Objectives

Energy platform

A platform for the offering, contracting and management of bilateral physical contracts between consumers and renewable energy producers, with the aim of maximising benefits for all parties.

Flexibility supply tool

Tool for offering flexibility and balancing services (SB) to TSOs and DSOs, and for receiving and distributing operational instructions.

Administrative management layer

An administrative management layer for all processes; to this end, a control centre will be developed that is capable of managing the specified services using algorithms for managing bilateral contracts and flexibility.

Safe operation

Secure operation, free from external attacks, robust, free from internal faults, and simple and intuitive for customers to use.

Use of blockchain technologies

Use of blockchain technologies that record and manage interactions between participants and ensure the security, traceability and robustness of all the system’s tools.

Adaptability to the market

Adaptability to developments in the electricity market, including the rapid expansion of renewable energy generation, the transfer of demand to the wholesale market to enable trading across different markets without the need for a supplier, and the launch of a balancing service by demand-side entities acting as market participants.

Promote the use of renewable energy

To promote the use of renewable energy through bilateral contracts in order to meet European emissions reduction targets.

Cost estimate, flexibility

Estimate the cost of flexibility packages to aid decision-making.
